CPR Directive
Hits:1202

CPR (RETULATION (EU) No 305/2011 - CPR) is in March 9, 2011 the EU issued new regulations to replace the old building products, the construction products directive (89/106/EEC - CPD), and circular CPR will come into force in July 2013.

The background of the implementation of the CPR directive

Building products CPD directive is a directive of the European Union for many compulsory certification of building materials products, its purpose is through a unified technical standards to eliminate technical barriers between different members, promote free trade. The European Commission plans to adopt the new building product code (CPR) instead of the existing building product directive because of the big differences in domestic orders among the members.

The benefits of CPR directive implementation:

As a more optimized regulation, it is expected to bring:

1. explain the basic concepts and the use of CE signs;

2., simplify procedures to reduce business costs, especially small and medium enterprises;

3. improve the credibility of the system as a whole.

The latest requirements of the CPR directive

The purpose of the new legislation, consistent with CPD, will retain many of the core elements of CPD while avoiding differences across local regulations. In addition to the six basic requirements set by CPD, companies need to demonstrate sustainability information on the environmental aspects of their manufactured products. Therefore, the construction product management rule (CPR) sets out seven requirements for the basic performance of building products, as follows:

1. mechanical resistance and stability (Mechanical, resistance, and, stability);

2. fire safety (Safety in case of fire);

3. health, health and environment (Hygiene, health, and, the, environment);

4. use security (Safety and accessibility in use);

5. noise protection (Protection, against, noise);

6. energy saving and insulation (Energy, economy, and, heat, retention);

7. sustainable use of natural resources (Sustainable, use, of, natural, resources).

The main differences between the CPR code and the CPD directive include:

Many new definitions

Under the set condition, the CE flag becomes mandatory

Importers and distributors need to bear the same responsibility

ETAG and ETA (licenses) will be replaced by EAD and ETA (evaluation), respectively

The responsibility of the technology assessment agency (TABs)

Responsibility of the authority

Additional responsibility of the announcement body (NBs)

Announcement authority

Gets the simplified program of the CE flag

Market monitoring and protection procedures

Two stages of CPR implementation

Preparation stage: establishment of organizational structure, preparation of technical framework documents (until June 30, 2013)

Implementation phase: the manufacturer issues a product performance statement (DoP) and identifies the CE mark required by the CPR. (from July 1, 2013)
